The coalition is explicit that this is not a verdict: Content Credentials are not intended to, in the site's own phrase, prescriptively indicate whether a piece of content is real, language the site pairs with a 'nutrition label' comparison, meant to let a viewer 'form your own opinions and conclusions' rather than receive a trust score. Neither page describes what a viewer is shown when a piece of content carries no credentials at all. That silence matters: the coalition's own materials describe a tool for inspecting credentials that are present, and nothing in either document claims the tool can identify or flag a video that was never credentialed in the first place, an inference this note draws from what the coalition does not say rather than a limitation it states outright.
The workflow
The site describes open-source tools meant to let a website, app or service integrate C2PA Content Credentials directly, positioning the coalition's work as infrastructure other platforms build on rather than a single public-facing product. For a newsroom or platform building a verification feature for viewers, the coalition's own materials frame the task as surfacing whatever signed history a file carries, not as building a system that independently authenticates unlabeled footage.
What the tool does not change
An uncredentialed video is not, on this coalition's own account, thereby flagged as suspicious; it is simply outside what the inspection tool was built to read. A platform that wants to treat missing credentials as a signal of anything would be adding its own policy on top of what the coalition's materials describe.
